CMS Releases Final Meaningful Use Rules

On October 14th, 2015, CMS released the final meaningful use Stage 2 modifications and Stage 3 rules. They modified Stage 2 of the EHR Incentive (meaningful use) Program and outlined the requirements for Stage 3. Also included are EHR certification standards and the government's "interoperability roadmap."
The new rules "make significant changes in current requirements." Chief among them are easing the reporting requirements for providers, said Patrick Conway, MD, of CMS. There were also big changes to the number of objectives for eligible hospitals, which have been reduced from about 20 in prior stages to eight.
The major provisions for meaningful use in 2015 through 2017, include:
- The reporting period for 2015 will be only 90 days for all providers, for new providers in 2016 and 2017 and for any provider moving to Stage 3 of the program in 2017
- Ten objectives for eligible professionals including one public health reporting objective, down from 18 total objectives
- Reduced the number of measures required to be reported
- Reduced measure threshold for View Download and Transmit (from 5% to just one one Patient in 2015)
- Reduced measure threshold for Secure Messaging (from 5% to simply having the capability in 2015)
- Providers and state Medicaid agencies will now have until January 1, 2018, to comply and prepare for the next set of system improvements
- Stage 3 will now be optional in 2017
- Stage 3 will have eight objectives; more than 60 percent require interoperability; public health reporting will have flexibility options
- APIs will be required
- Cyber-security requirements have been strengthened

There will be no more delays. Claims with ICD-9 diagnosis codes will be rejected starting October 1st. Even though providers now have a yearlong transition period, now is the time to make sure that your practice is as prepared as possible.

SENATE PASSES BILL TO DELAY ICD-10 IMPLEMENTATION

On March 31, 2014, the US Senate passed a bill to delay the planned ICD-10 implementation until Oct. 1, 2015. This bill will now proceed to President Barack Obama for final approval or veto before it becomes law.
